The mosquito season has begun and the Maryland Department of Agriculture (MDA) reminds residents that its spray trucks will be out from dawn to dusk in participating areas in an effort to prevent mosquito-borne diseases in humans, pets and livestock. MDA works with more than 2,000 communities in 16 counties to survey and monitor mosquito populations and implement appropriate control activities, such as applying insecticide by air and ground. All MDA trucks are clearly marked with the MDA logo, and the agency has signed written agreements with private property owners whose property is enrolled in the spray program. Property owners who are concerned about any vehicles on their property should call local police authorities.
“Despite the warm winter and early spring, mosquitoes are not expected to be any worse than in recent years unless weather conditions change significantly. Although mosquitoes did emerge earlier than usual this year, the state was generally dry, and mosquitoes did not have access to water from snow melt, abundant seasonal rainfall and marsh flooding, which they need to develop,” said Mosquito Control Program Chief Michael Cantwell. “The weather – and how wet it gets – determines how bad the season will be and how much spraying needs to occur. So far, weather conditions are no worse than in the recent past.”
Most mosquitoes do not pose a threat to public health because they are not infected with viruses or other pathogens. Approximately 20 percent of people infected with West Nile Virus will develop West Nile fever, which is typically characterized by fever, headache, and body aches and which can last for just a few days or as long as several weeks. Less than one percent of people bitten by a mosquito carrying West Nile virus will develop a more severe form of the disease. People most at risk for developing severe disease are those over 50 and those with already compromised immune systems; however, all residents should continue to take measures to protect themselves from mosquito bites.
Protective Mosquito Control Measures:
• Avoid unnecessary outdoor activities at dawn and dusk when mosquitoes are most active.
• Wear insect repellents, according to product labels, especially if you will be outside between the hours of dusk and dawn, when mosquitoes are most active.
• Wear long, lose fitting, light colored clothing.
• Wear long sleeves and long pants to help avoid mosquito bites. Avoid mosquito infested areas.
• Install and inspect window and door screens in homes and stables and repair any holes found.
• Remove standing water from flower pots, tarps, trash receptacles, and other containers.
• Vaccinate horses, mules, donkeys and ratites (flightless birds) according to your veterinarian’s advice.
• Place dogs on a heartworm preventive program in consultation with your veterinarian.
• Regularly clean bird baths and bowls for pet food and water.
• Remove unnecessary water-holding containers.
There are several diseases that mosquitoes can transmit, not just West Nile virus (WNV). These include heartworm disease in dogs and several viruses that cause encephalitis in horses. Currently, there is no WNV vaccine for humans. There are, however, effective vaccines for horses, ostriches and emus - also known as ratites. Owners are encouraged to get their animals vaccinated and boostered in a timely manner in consultation with their veterinarian.
Dog owners are also urged to have their pets checked for heartworms, a common disease transmitted by mosquitoes in Maryland. Dogs in all Maryland jurisdictions should be placed on a heartworm preventive program. Pet owners should consult with their veterinarians.

Entry deadline August 31, 2012
The Maryland Department of Natural Resources (DNR) is now accepting entries for its annual Maryland Natural Resource Photo Contest.
Photos entered into the 2012 contest will be judged in six categories: birds, wildlife, insects, scenic, wild plants and Maryland State Parks or people enjoying them. Winning entries will be featured in the winter issue of The Maryland Natural Resource magazine as well as the 2013 DNR calendar.
The best overall photo will win the grand prize of $500, a 2013 Maryland State Park Passport, a lifetime subscription to the magazine and five copies of the 2013 DNR calendar, which will feature the winning photo on the cover.
First place winners in each category will receive a Maryland State Park Passport, a two-year magazine subscription and two copies of the 2013 DNR calendar. Second place winners will receive a one-year subscription to the magazine and a calendar.

Deep Creek Lake State Park Rangers and Garrett Trails’ sustainable crew invite participants to join them as they clean and enhance area trails on June 2 in celebration of the American Hiking Society’s National Trails Day.
“The 2012 National Trail Day theme is America’s Largest TRAILgating Party,” said Ranger David Best. “Garrett Trails and Deep Creek State Park are moving the party off the pavement to where the scenery is greener and the air is fresher.”
Participants will enjoy Deep Creek Lake State Park and share in the natural beauty of Garrett County as they join forces with Rangers of the Maryland Park Service, and Garrett Trails sustainable trail crew and interpretive staff members. Volunteers are asked to bring gloves, tools, energy and enthusiasm for pruning branches, moving rocks, raking, grading and sprucing-up Meadow Mountain and Brant Mine Trails for the summer season.
“This is a day to come together outdoors to give back to the trails in our region,” said Theresa MacLennan, Garrett Trails Executive Director. “Discover, enjoy and care for the public lands trail system in Deep Creek Lake State Park.”
Volunteers will meet at 9 a.m. at Deep Creek State Park’s upper overflow parking lot, off of State Park Road. Staff recommends that participants bring water, insect repellant, sunscreen, weather-appropriate clothing and a snack. New Germany State Park will feature a morning of fun and fishing at its annual Youth Fishing Rodeo on Saturday, May 19, from 8 a.m. to 12 p.m. The event is free and open to young people ages 15 and under.
“This is a great opportunity for kids to learn and enjoy the sport of fishing in a pressure-free environment,” said Ranger Adam Stachowiak. “Plus, we have fantastic competitive prizes and door prizes this year, so everyone will have a chance to win.”
First, second and third-place prizes will be awarded for the longest fish caught in three age groups: 6 and under, 7-11 and 12-15. There will also be a variety of door prizes courtesy of Eagle Claw Fishing Tackle, The Bassin’ Box, Allegany Garrett Sportsman’s Association, Bill’s Outdoor Center, Walmart in LaVale and the Maryland Department of Natural Resources interpretive services.
Activities after the rodeo include a Pro Cast Challenge and a fish-painting craft. Craft participants are encouraged to bring a white t-shirt or purchase one at the park. The New Germany Snack Bar & Gift Shop, located inside the Lake House, will have food, refreshments and gift items for sale.
Registration will begin at 8 a.m. and the first 50 registrants will receive a free grab-bag stocked with a variety of fishing tackle. To encourage beginners, a limited supply of equipment will be available for loan during the event. Fishing will take place from 8 to 11 a.m., followed by the awards ceremony and prize drawings. Archie's BBQ has partnered with Cindy's Fund for the Second Mountain Man "Pig Out " on Saturday, May 12, 2012 at 5 pm.
Last years "Pig Out" had 33 competitors and over 200 people stopped by to eat barbeque and witness this challenge for charity. They raised almost $5000.00 for the Garrett County Community. You can help raise money for Cindy's Fund by simply purchasing food during the event or if you dare, join in as a competitor.
Cindy's Fund is a Garrett County organization whose purpose is to provide assistance for Garrett County citizens who have been stricken with cancer.

The Board of Garrett County Commissioners has released a draft Land Use Management Ordinance with a goal of encouraging County property owners and other stakeholders to examine and provide comment on the draft ordinance. After conducting four public work sessions, the Board decided at its meeting on May 1, 2012 to release the draft ordinance for a 45 day public comment period, which will end on June 15, 2012.
All comments should be submitted directly to the Board of County Commissioners either in written paper form or by email. The Commissioners will gather all comments and post those comments, as they are received, on their website in order to allow citizens to see one another's comments. The draft ordinance may be viewed on this website or paper copies of the draft ordinance are also available in the Commissioner's Office or the Planning and Land Development Office.

The Garrett County Board of Commissioners has received a $250,000 grant from the Appalachian Regional Commission (ARC) to expand Broadband Internet connectivity in Garrett County.
The Garrett County Board of Commissioners will use the funding to deploy 50 miles of fiber to help connect county facilities, schools, community colleges, health facilities and libraries. The ARC grant will help provide the electronics necessary to light the fiber and make it operational. Approximately 2.5 miles of new fiber and electronics will also be deployed to provide connectivity for an additional 14 sites, including schools and town halls.
The ARC grant will work in conjunction with the Broadband Technology and Opportunities Program (BTOP) grant awarded to the State of Maryland. The One Maryland Broadband Network (OMBN) will construct a fiber network across the state to connect 1,000 community anchor institutions. Garrett County’s 50-mile fiber is part of the statewide OMBN.
In addition to ARC funding, Garrett County will provide $250,000, bringing total project funding to $500,000. This grant helps encourage and leverage investments in telecommunications related economic development, which is one of ARC’s priorities for the region. The ARC is a federal-state partnership that works with the people of Appalachia to create opportunities for self-sustaining economic development and improved quality of life.

Learn how to make a hand-felted scarf in a one-day workshop being offered by Garrett County Arts Council on Friday, May 18. “Nuno Felt Scarf for the Beginner” is the title of a class being held at St. Matthews Parrish Hall in downtown Oakland.
Nuno felting refers to blending wool and fabrics together into one fabric through a rolling process. In this class, the technique used will embed wool and other fibers into a hand-dyed silk scarf provided by the instructor. The wool shrinks the silk producing a wavy or crinkled effect. The end result is a beautiful, flowing piece of ‘art to wear’.
The workshop will be instructed by Dalis Davidson, owner of Dancing Leaf Farm in Barnesville, Maryland. Located in the foothills of Sugarloaf Mountain in Montgomery County, the farm is home to a studio and shop filled with spinning and knitting items, hand created jewelry and other gift items. Various sheep breeds graze the nearby fields. Davidson hand paints the wool from the sheep she raises before turning it into her extraordinary creations. She is a member of the Potomac Fiber Arts Guild Felting Group.
The workshop will be held from 11:00 a.m. to 2:00 p.m. The cost per person is $55 and includes all needed materials. Class size is limited and registration is required. The deadline to register is May 4. For more information and to register, call Garrett County Arts Council at 301-334-6580.
